International Committee of the Red Cross Assists Militant Group in Recovery for Remains of Israeli Hostages in Gaza

The International Committee of the Red Cross (ICRC) stated that its representatives accompanied Hamas officials into zones of the Gaza Strip currently controlled by IDF authority to support the hunt for the remains of individuals held captive.

Truce Agreements and Hostage Bodies Return

As part of the US-brokered ceasefire, which began on 10 October, the group is required to hand over the remains of all Israeli hostages promptly. In exchange, Israel has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

The organization has so far returned the bodies of fifteen of those taken hostage but zero in the last five days, as some of those bodies are thought to be in locations beyond the yellow line designating the temporary truce line.

Red Cross Role as Neutral Intermediary

“At the request of the parties, the International Committee of the Red Cross (ICRC) joined a party to the conflict as the party searched for the bodies of the deceased individuals beyond the military-established ‘yellow boundary’,” said a spokesperson for the organization.

The spokesperson continued: “The parties to the conflict established the modalities of the operation and delegated the ICRC to serve as a impartial mediator. The ICRC was not involved in those negotiations.”

She further clarified: “Our team was not involved in the physical hunt for the deceased nor does it take part in the retrieval of remains.”

Global Humanitarian Law and Duties

Under global legal norms, it is the responsibility of the parties involved in a conflict to search for, collect, and retrieve the bodies of the deceased.

US Ultimatum and Regional Recovery Operations

On Saturday, the US president delivered a two-day demand to the militant group. “Hamas is going to have to start handing over the bodies of the hostages who died, including American citizens, promptly, or the additional nations involved in this significant truce will intervene,” he wrote on his online channel.

As the two-day window approached, Hamas, accompanied by the ICRC, teamed up with teams from Egypt, who were authorised by Israeli authorities to search for bodies past the line marking the Israeli military’s pullback inside the territory. An Israeli spokesperson said the delegation would use excavator machines and vehicles in the search.

Official Confirmation and Press Coverage

This development was corroborated by an unnamed Israeli official, who told local press that Hamas representatives had been permitted to enter areas of Gaza under Israel Defense Forces (IDF) control to search for the remains of hostages, together with Egyptian and ICRC teams.

“For this purpose, Hamas members were allowed to pass the yellow line,” the official was cited as stating.

Video released by a media outlet seemed to show members of a specialized group – part of the group’s military wing responsible for holding hostages – escorting a humanitarian transport in a coastal area close to a southern city, which lies outside Israeli military control.

Difficulties in Finding Hostage Bodies

Efforts to locate for the remains of individuals taken captive has turned into one of the most sensitive issues in the truce reached between the two sides. However, the effort to find the bodies has been difficult from the outset, given the presence of an approximate enormous amount of rubble across the territory, where, according to local health authorities, at least 10,000 Palestinians are recorded as unaccounted for, trapped under the rubble.

Conflicting Claims on Remains Location

Hamas has stated it does not know the exact whereabouts of all the remains, saying it has lost contact with a number of its teams that had been holding the hostages and were allegedly killed during military strikes.

In contrast, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the bodies. “Should the group exerted greater effort, they would be able to retrieve the remains of our captives,” the spokesperson said.

American Stance and Disarmament Discussions

Although the US president has conceded that a portion of the bodies are difficult to reach, he said that “the rest they can hand over immediately and, for some reason, they are failing to do so.”

“This could be related to the disarming of the group,” he added.

The US administration has said it has received guarantees from the organization that the faction will disarm, though no specific schedule has been established. They remains hesitant to surrender its arms without solid guarantees about the future of its fighters.
