The United Kingdom and France Will Dispatch Forces to the Country if a Peace Agreement is Reached

The British and French governments have formalized a memorandum of understanding concerning the stationing of troops in the nation if a ceasefire be made with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Subsequent to negotiations with allied nations in the French capital, he noted that the UK and France would "establish defense centers across Ukraine and build secure facilities for arms and equipment" to prevent any future attack.

The allied nations also put forward that the America would assume leadership in monitoring a ceasefire.

Russia has consistently stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this recent announcement.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow presently controls approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to be alongside Ukraine for the long-term," commented Starmer.

Top officials and senior officials from the "Allied Coalition" were involved in the recent discussions.

He stated at a combined announcement, Starmer noted: "It creates the pathway for the legal framework under which British, French, and partner forces could function on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the time to come."

The PM added that Britain would take part in any American-headed verification of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior American diplomat Steve Witkoff remarked that "durable security guarantees and substantial economic promises are essential to a lasting peace" in Ukraine – alluding to a major demand made by the Ukrainian government.

The negotiator indicated the coalition had "mostly completed" their work on establishing such guarantees "in order that the people of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's representative, also took part in the talks.

Meanwhile, French President Emmanuel Macron declared that Ukraine's partners had made "significant headway" at the meeting.

He said that "robust" defense assurances for Kyiv had been agreed in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant step forward" had been made in Paris, but cautioned that he would only view efforts to be "sufficient" if they culminated in the conclusion of the fighting.

Earlier, he said a peace agreement was "mostly finalized". Agreeing on the outstanding 10% would "determine the outcome of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of unresolved issues for negotiators.
  • The Russian President has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to finish the war.
  • Zelensky has so far ruled out ceding any land, but has floated the idea that Ukraine could withdraw its troops to an designated point – but only if Russia follows suit.

Russia currently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The areas form the heartland of Donbas.

The original US-led multi-point peace plan that was extensively reported to the media last year was viewed by Ukraine and its EU supporters as being strongly biased in Russia's direction.

This triggered a period of focused negotiations – with the involved parties trying to adjust the document.

Recently, The Ukrainian government sent the US an new proposal – as well as additional documents describing possible security guarantees and arrangements for Ukraine's recovery, the President added.
